JOSM allows to create self-intersecting ways when combining ways

Description
I guess this should not be allowed.
Open the attached example, select the square and the middle line, press C to combine the ways. We now have a self-intersecting way.
There are some other similar cases it seems, where JOSM allows this.

See #18367. It is intended that the ways are combined. Since r15574 JOSM shows a notification when this happens.
