gpx tracks load as osm layer

Somewhere between rev 226 and rev 231 gpx files started loading as an osm layer instead of a gpx points.

This only happens with the waypoints.jar plugin enabled.
rev 231 and onwards correctly load gpx files if the waypoints.jar plugin is not loaded.

I'm not sure if this is a problem with the plugin or josm so I will leave this ticket open for someone with more expertise to close if necessary.

I will close the bug, especally since waypoints.jar is now included into JOSM-core.
