Direct option to save/load toolbar items — at Initial Version

Description
There no save/load buttons in Help/Preferences/Toolbar.
Additional suggestions:
create a thin column to the left of "Toolbar"
- with up/down arrows
- save/load buttons
- icons should be 1.5-2 as big as list item height (make no sense to make it 3x bigger: e.g. if users not able to hit list items)
Because these actions apply only to "toolbar" (left list), not to both lists (middle of the screen).
