r11174 broke the unit test AddImageryLayerActionTest#testEnabledState. Before r11174, one could not add a WMS layer before any other layer. After r11174, this is possible. Is this intended? If yes, please update the unit test

as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.
