Add building=ruins and natural=shingle

building=ruins is now used more than 10k times, used globally, well documented.

Looks like a good candidate for a new "Ruined building" internal preset?

I fixed the unit test for now. I will remove it from the ignore list when I add it to the preset.

Looks like half of the shingles comes from an import in new zealand ​https://www.openstreetmap.org/#map=15/-43.8651/170.1600 ​http://taginfo.openstreetmap.org/tags/?key=natural&value=shingle#combinations

However I think we can add it anyway.
