image offset not working

What steps will reproduce the problem?

1. Open image offset
2. Move map
3. No change in correction

What is the expected result? Cord change to represent position.

What happens instead? Nothing changes or recorded

I tested using [10526] and the current version. I select Bing background layer, then new Offset, then move the map. The offset is adjusted correctly.

Which imagery layer / projection are you using?
