Layer dialogue keyboard shortcuts not consistent (?) — at Initial Version

Description
In the layers dialogue:
- shift-S + 1 toggles the topmost layer, while
- alt-1 toggles the bottom-most layer
Is this by design, or is this a bug? (On OS X.)
