Rework crypting messages

Replace developer-level text with "How to resolve" text or "all possible causes of this message".

Move debug level info to the log or to appropriate place.

For example, "Error loading Bing attributions" could be replaced with link to "check proxy settings" Help/Preferences/Connection.

In most cases, you can't do anything if external server reports an error (no attribution data because Bing servers were busy and it is irrelevant to proxy settings actually).

IMO whole Help/ErrorMessages page could be removed after code refactoring. This topic was addressed with more precise messages within JOSM, wiki materials are duplicating code without good reason for it.
