"zoom in to load any tiles" in my tms layer

I have a custom tms layer

tms:http://kartta.ouka.fi/IMS/Tile?basemap=Internet%20Ilmakuva&x={x}&y={-y}&zoom={zoom-9}&Layerkey=

with offset:

Easting: 2.173824038E7
Northing:1.242038112E7

In version 9979 all worked just fine. In 10161 I always see the "zoom in to load any tiles" message instead of tiles.

How do you set:

Easting: 2.173824038E7
Northing:1.242038112E7

?

With this imagery url, with offset: 12420381.12; 12420381.12, I get only this images:

Though it behaves the same in 9979 and 10161.
