2. tag it as waterway=drain
3. tag it as intermittent=yes

What is the expected result?

Way appearance changes in step 3

What happens instead?

Nothing

This tag is widely used (​http://taginfo.openstreetmap.org/tags/intermittent=yes - over 1M times) and supported by some data consumers. For example default map style is rendering this tag - see ​https://github.com/gravitystorm/openstreetmap-carto/pull/1000
