hotkey for reverter plugin not working without data layer

Regarding the hotkey/function for the reverter plugin JOSM shows irregular behaviour:

When no data layer exists, the hotkey (ctrl-shift-t) does not work. After creating a new data layer the hotkey works.
Using the Menu:
Data –> Revert Changeset
works both with and without existing data layer.

I suggest that the hotkey just may work without data layer as well.
