I don't think anyone uses Z key regularly when you have +/- and mouse wheel among numeric Help/Menu/View hotkeys
Help/Action/Zoom misplaced in "Edit" menu
Personally I would simply remove ZoomAction.java from core, since there so many alternatives now (over zoom tools 10 in core: Shortcuts#Viewport).
