do not create Notes layer when no notes were downloaded

Description

When downloading OSM data AND also Notes, if there were no notes downloaded, the separate Notes layer seems uneeded. It is empty and just clutters the layer list.
It is not even needed to create NEW notes. It is created automatically when needed.
