undelete plugin does not work if an object has redactions in its history — at Initial Version

Description

What steps will reproduce the problem?

  1. Revert entire changeset 24347126 into a new layer.
  2. Observe that node 26858836 has been undeleted.
  3. Undelete node 26858836 into another new layer.

What is the expected result?

The node is undeleted

What happens instead?

Undelete fails with the message 'Unable to undelete node 26,858,836. Object has likely been redacted'
