Crossing between power lines and non-related features

To pursue the (huge and highly profitable) work begun in ticket #12386, here is the only remaining issue.

Power lines may be long objects crossing through country and mappers can easily place nodes in common with roads or landuse areas. A validation error should be prompted to reduce the amount of such problems.

This can also be extended to railways, highways, natural... all which is sharing nodes with non-related content. It depend how devs and maintainers want to deal with that problem.
This case may be an occasion to merge existing validation stuff to find a more global approach.
