superfluous query when deleting mapillary layer

What steps will reproduce the problem?

1. Have the Mapillary plugin installed and loaded some images
2. Delete the layer

What is the expected result?

Layer gets deleted

What happens instead?

User gets asked to a) save session b) cancel c) really delete the layer

Please provide any additional information below. Attach a screenshot if possible.

The usual behaviour of layers in JOSM is:
If nothing got changed in it just remove it when the user wants to delete it.
When nothing gets changed at the mapillary layer (would that be even possible?) it should not pop up a superfluous window.

In r10494 the issue does not exist anymore. Very likely it disappeared due to the heavy (re)work on JOSM atm.
