Validate the attached example file and note one No tags - Unconnected nodes without physical tags
warning.
Also note that if offers to fix (remove) it.
This shouldn't happen when the node is outside the downloaded area. It's common to see unconnected nodes specially when we are reverting some changesets with deleted nodes.
Removing them usually cause conflicts and broken data.
