No edit possible when longitude < 3.1

What steps will reproduce the problem?

1. draw a line with longitude nodes less then 3.1 east

What is the expected result?

a line on the screen

What happens instead?

Warning "Cannot add a node outside the world" and no line

Please provide any additional information below. Attach a screenshot if possible.

• Zoom to an area west of E(ast) 3.1 not possible. Downloads do come on the screen, but zoom to that area does not succeed.
• The same behaviour for josm.jnlp Version 9329 and josm-tested.jar Version 9329
