Ways not allowed to combine, if belongs to different relations

There is two adjacent ways. Each of the them belongs to a different relation(a route=hiking and a route=bicycle).
In earlier versions of JOSM if I give the 'combine' command, the two ways merged and both of the relations stayed on the combined way.

Current problem: after give the 'combine' command a dialog appears with the conflicted tags, but the 'Apply' button is not allowed to push, nor after resolve all tag conflicts.

I tried with both tested (9060) and latest dev (9207) version with the same result.
I also attached a dummy example file to the original description to demonstrate bug.

Yes, this solved the problem. Relation merge settings appeared immediately, when I started to resize the window. After a program restart the merging window shows correct again.
