    99In OSM there is no real authority which introduce new tags or values. A common way is a discussion on the tagging mailinglist https://lists.openstreetmap.org/listinfo/tagging. Then there should be a wiki page, the tag or value should be "Approved" or at least widly used and at least JOSM needs a presets.
