Description

  1. Create a new note, do not upload it.
  2. Comment this note.
  3. Upload.
  4. Note is uploaded but the comment is lost!

java.io.FileNotFoundException:
​https://api.openstreetmap.org/api/0.6/notes/-2/comment?text=...

The ID (-2) is wrong.
