[Patch] Add a contextual menu on taginfo

Description

In the Attribute box, when clicking on a key-value, we can have a contextual menu with the option "go to the wiki page".

It should be nice to have a similar option with "Go to taginfo".

And if we can go to the different taginfo instances (fr, de...)

In 8693/josm:

fix #11741 - Properties dialog: add taginfo icon

Icon is based on ​https://github.com/joto/taginfo/blob/master/web/public/favicon.ico and has been transformed using GIMP and Colors → Color to Alpha filter.

Change Properties
Set your email in Preferences
Action
as closed The owner will remain simon04.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
