Well I tried in the shell xdg-open http://www.openstreetmap.org
and it opens in firefox. I also tried a website that has an index.html file and it also opened in firefox. I tried both, firefox already running, and being opened via the xdg-open commend.

I replaced the jar file in the plugins folder with that version, now prefs read: Version 31331 (local: 31395). Now the mapillary controls are shown, but no image are loaded in the image layer. Reverting to 31331 the image layer works again, with the issue as in the OP.
While checking the plugins folder I noticed that you store a cache file in this place, that should be changed. JOSM recently moved the caches to the appropriate places in the different operating systems. Should we make a separate ticket for this?

This works for me (Fedora 34, JOSM r17903, Mapillary v1.5.37.6).
Can you test this command?:
It should open the default web browser.
