What steps will reproduce the problem?
- try to enable geotools plugin from Preferencies window
What is the expected result?
geotools load smoothly
What happens instead?
a dialog appears indicating Geotools plug in could not load because it was not found.
Please provide any additional information below. Attach a screenshot if possible.

Can you try to delete geotools.jar in plugins directory and try again?

I could not delete file geotools.jar because is not in directory (%APPDATA%/Roaming/JOSM/plugins)

Yes, I did it before to make this ticket and it did not work.
Thank to your comment about library folder, an idea pop up into my head, trying to download the jar directly an put it into the folder. I do not remember where I got the file from (github probably) but it worked!!
So, the problem I think is getting the file, not loading the file itself.

It is very likely related to a network problem. This is hard to reproduce. Did it happen again?
