Window with element history is focusing under Changeset manager

Description

What steps will reproduce the problem?

  1. Open Changeset Manager and maximize it
  2. Download changeset and content
  3. Right click on element and "Show history"

What happens instead?

Window has been focused on main window, under Changeset Manager.
Must hide manager to see it.

There are also no easy way to download changeset, download element to see in JOSM, or open it in browser.

Please provide any additional information below. Attach a screenshot if possible.
