I'm resubmitting this one.
Most but not all RV dumps also offer a place to fill fresh water tanks, often
from the exact same coin operated machine. This patch adds water_point=yes/no
as such a tag, and moves the feature near the camping/RV section.
It is particularly important to know which stations are dry (water_point=no).

Yes, it's been mostly myself that's used it.
But it's a very logical extension of a well established tag,
and freshwater availability is very important topic in many areas
(I live near desert areas for example, where a dump station listing without this information is essentially useless).

I'm still not a fan of including this tag into the default presets at this point. It is a very new tag, it is undiscussed (was not part of the sanitary dump station proposal), it is rarely used and mainly used by only brycenesbitt http://overpass-turbo.eu/s/a1P.
