[PATCH] Add Marine Fuel Station Preset (for Marinas and Harbors).

While they both sell the same type of gas, a Marine fuel station is not the same as Transport/Car/Fuel. For one, cars approaching them tend to fall into the water.

Marinas with fuel stations are commonly mapped.

Here's a preset.
Note there is a seamark tag that covers the same ground.

I updated the patch. Might as well handle aviation gas at the same time, as it's got such different fuel types in the preset.

Some work still needs to be done on this ticket. Just noticed the following errors pop up when I started the new 'latest', r8406, tonight.

ERROR: Failed to locate image 'styles/standard/nautical/nautical/marine_fuel.png'
WARNING: Could not get presets icon styles/standard/nautical/nautical/marine_fuel.png

Just thought you'd like to know about this so it can be fixed.
