under ​http://kartat.kapsi.fi/ the following url is mentioned as a wms source ​http://tiles.kartat.kapsi.fi/ortokuva?

The imagery seems to stem from the National Land Survey of Finland (​http://www.maanmittauslaitos.fi/en)

as they explicitly mention OSM as a use case, maybe this could be included in Josm by default.

Please have a look at Maps how to add new imagery sources to JOSM.

Maps is a wiki, you can edit this list after having carefully checked the licence is OK. Imagery-XML-Bounds plugin can help you to generate the XML code.
