undo fills in stuff which never was existing there - in special cases on the changeset window

Steps:

• start to upload a changeset,
• click on the tags tab in the changeset window,
• click "comment",
• click in one of the blank fields in the fourth blank tag line, undo.

Actual: "comment" appears.

Expected: "undo" is greyed out in the context menu and the shortcut key combination does nothing.

Confirmed. After further analysis it would be complicated to support correctly undo/redo feature in table cells. I'm going to disable this feature for this particular case.

Don, are the turnrestrictions [o30938], and utilsplugin2 [o30939] plugins going to be rebuilt soon for [8005] and above? I saw they had their min version numbers bumped up in those changesets, but haven't been rebuilt yet.
