Description
JOSM version 7995
Steps
- open a .osm file with some osm data
- close josm or delete this data layer
Actual
a (user time consuming) warning question pops up, advising that you should upload
Expected
no warning message, as I made no further changes to the data. Hence, I still have the file in the same state as I opened it - I just wanted to view it / review my changes in it.
If there is seen any sense in this warning then a preference to turn this warning off would be nice. I could not find one (advanced prefs).

JOSM only checks if some data has to be uploaded, we won't track initial file state. If you don't plan to upload data from this file, you can manually set it to "upload='false'".
