Check double housenumbers

The Tool housenumbervalidator on gulp21.bplaced.net signs Housenumbers with errors. Often the user make mistakes by input Data.
The double numbers are mostly in the Upload-Area.

Proposition:
check double housenumbers by the Checktool in JOSM.

If there are several shops in one building, some people put the same address data to each shop node. So I think we should not create a warning there.

You can validate the housenumbers which have a building-tag, shop-tags can be excluded.

Indeed, JOSM does not currently check for duplicate house numbers when they are not members of an associatedStreet relation.

In other coutries (like FInland), it's common (especially in the suburbs) that several buildings (of the same housing company) share the same number. The entrances/staircases then have a letter identifier, which is not a part of the housenumber. Checking for duplicates would give thousands of false positives.
