aeroway=terminal without building tag should be reported as problem by validator

What steps will reproduce the problem?

1. Select a closed way with aeroway=terminal without building tag (like ​https://www.openstreetmap.org/way/31030197 )
2. Run validator

What is the expected result?

Validator will complain about missing building=* tag and propose automated fix (adding building=yes)

What happens instead?

Nothing.
