We already have country-specific optional tags (mainly in addr:* preset), so it's perfectly fine to add an optional name attribute to the existing preset.

    57A Japanese specific preset could be an option. But maybe we could also just add name=* to the existing preset for highway=traffic_signals – as very last element?
