add name=* field to the preset for highway=traffic_signals — at Version 1

In Japan, traffic signals have official names. These names serve for orientation in the local area and are even more important on a map than street names.
As far as I know, Japan is the only country with named traffic signals (though I’m not 100% sure):
A Japanese specific preset could be an option. But maybe we could also just add name=* to the existing preset for highway=traffic_signals – as very last element?

We already have country-specific optional tags (mainly in
addr:*preset), so it's perfectly fine to add an optional name attribute to the existing preset.
