active piclayer seems to slow down screen/mapping movements

What steps will reproduce the problem?

1. load an image with piclayer - move around in window / map something (tested pics are <200k jpg/gif)
2. hide piclayer - move around in window / map something
3. is there a difference in slowness when editing something if piclayer is hidden or not?

What is the expected result?

What happens instead?

Please provide any additional information below. Attach a screenshot if possible.

First experienced with r7643 - not sure if I'm the only one experiencing this...
