Incomplete download of relation members

Go to File, Download object... select relation and type 3970911 as the ID.
Mark all check boxes too.

This relation has another 5 relations as its member:

3970928

JOSM downloads the 5 relations and all the members of those relations, except for one: 3970910
While this relation is downloaded, it's incomplete (none of its members are downloaded)

Shouldn't JOSM also download the members of 3970910? (since "Download relation members" is selected)
