merge selection not working as expected

It will not only merge the selection but also other objects, e.g. if you select a node which is part of a way, it will also merge this way and all its other (unselected) nodes. Instead I'd expect to merge only the selected data without any dependent data (you can still select the dependents in the search menu if you want that).

Can you please take the habit to always post your status info when you create a ticket, especially for defects? You can also use the "Report bug" button of JOSM which automatically adds this info.
