Make "Geotagged Images" window selectable during tags editing

Description ¶
During tags editing, it's currently not possible to switch from the "Change value?" or "Add value?" windows to the "Geotagged images" window. It would be useful to be able to select the "Geotagged images" window (to pan, zoom, change image selection) without having to quit the tag editing beforehand.
This kind of back and forth window swithching is, for example, already possible between the relation editor window and the "Geotagged images" one.

Sorry, I didn't know about this modal property thing. From your answer I understant that what I asked is not possible at all, in which case please change the status of this ticket accordingly.
Nonetheless, I'll try to clarify the wanted behaviour. What I would like to have is the possibility to switch from "Change value?" or "Add value?" dialog boxes to another non modal window. I asked for the "Geotagged images" window, but it could be anything like the Relation editor window.
For example: it is currently possible to have both a relation editor window and a geotagged images window (which I suppose are both non modal) opened at the same time, and switch back and forth between them. I find this handy.
Likewise, I'd like to be able to have both a modal window ("Change value?" or "Add value?" dialog box) and a non modal one (say geotagged images window) opened , and still be able to select the non modal window, without having to close the modal one.

Thanks for your answer. This is a GUI issue.
As JOSM newbie I still find it difficult to overview the User Interface. This wont get easier with more multiple windows.
If a user is already struggling and the Help system comes with Relation editor window and Relation window while NOT meaning the same dialog, then perhaps the user is broken beyond repair and uninstalls.

We won't change modality of these dialogs.
The "Change value?" or "Add value?" dialog boxes are modal for JOSM. Even an open Relation Editor window cannot be activated if a modal dialog exists.
I doubt that JOSM would give up the modal property of those dialogs.
Please give more info on the wanted behaviour.
