No warning when adding a tag with an already existing key

Description
JOSM shows a warning message when one wants to change a tag's key to one that is already used in one of the other tags (“do you really want to override the existing tag?”). However, this warning is not present when one adds a new tag to an object. Then, JOSM silenty overrides the existing value without the user noticing that the key was already present.
