validator - Crossingways railways ignored, ways twice - patch

Description

The crossingways test of the validator plugin ignores railways. I believe this is a regression from trying to ignore subways. This patch should not process subways, but will process other railways.

Crossing ways are typically listed twice. This patch fixes this problem.
