Scaling does not work with the mouse wheel in edit mode

I'm not the former reporter, but I just noticed something similar: Zooming with mouse wheel does not work sometimes.
Steps to reproduce:
- download a small piece of data
- select a node
- add a new attribute to it (try "note=some text"), use mouse instead of [ALT]-a and mouse again instead of [Return] for OK
- leave the node selected
- zoom with mouse wheel is not possible now
- you can even drag the map with right mouse button, zooming is not revoked
- scaling is possible again, when the node is deselected
System: Win7, java version "1.6.0_29", Java(TM) SE Runtime Environment (build 1.6.0_29-b11), Java HotSpot(TM) Client VM (build 20.4-b02, mixed mode, sharing)

http://josm.openstreetmap.de/ticket/7104 seems to be related or same. When I switch this "Dynamische Schaltflächen in Seitenmenüs" (which means something like "dynamic buttons in side menus") off, the bug is gone (default setup of JOSM that seems to be "on").



It works fine for me.
We need details. Which OS? Which mode? Include output of java -jar josm-latest.jar
