contourmerge (image?) could not be loaded, exception raised

What steps will reproduce the problem?

1. JOSM will load plugin contourmerge
2. contourmerge did not load using JOSM 4024 (tested version), but did continue
3. after then contourmerge.jar is downloaded to ...\AppData\Roaming\JOSM\plugins

??? How can I uninstall plugin contourmerge without using JOSMs Preferences?

What is the expected result? JOSM started

What happens instead? exception

Please provide any additional information below. Attach a screenshot if
possible.
