while the plus and minus keys work fine when zooming during working with data, there seems no way i can zoom in and out in the download dialog showing the slippy map. since behavior should be consistent, the plus and minus key should also work in that dialog.

environment: build 4021 on mac os x

Hmm, this worked in the past. See #2205.
