Enhance border between dialogs

Description

Make the border between dialogs on the right side visually more prominent. Its hard to see at a glance where one dialog ends and the next begins.

I fixed the bug that PropertyDialog did not display its name as label (only when some annotation presets were loaded).

Now, I think it is clearly visible, as every dialog get a label as header.

Note, that I don't want to give the dialogs too much space, as JOSM is also used in environments with few screen space available (Laptops, Applet..)

Maybe when Dialogs become resizable (#61) or dockable (#52), this problem vanishes entirely.
