external scripts should be able to provide their own tools.cfg

Description

It would be comfortable for the user if he could download a script like a package and the package supports the
commandlines and so on.

I have no idea how to realise that.

Perhaps a global directory?
..josm/plugins/ext_tools/cmds/
lakes.cfg
islands.cfg
timezone.cfg

or scan all directories below ext_tools for config files? (could have bad side effects)
