[PATCH] Add projection preference panel to pdfimport

Description

Once I (or someone else) gets the Proj4J plugin working (#5935), it would be especially useful to be able to set projection settings in the "Import PDF" dialog of the pdfimport plugin. Even now there are a number of projections that take advantage of preferences.

I plan to take care of this myself, hopefully in the next week.
