Hi,

this patch adds EPSG:3008 (aka SWEREF99 13 30) projection to the core. This is needed by some WMS Servers in Sweden.

UTMScaleFactor was not set properly, updated to reflect that. Now, with access to a EPSG:3008 WMS, it works properly.
