When two ways cannot be physically merged, offer the option to merge tags.

Description

It would be useful to have the option of applying all tags in ways selected to merge to all ways when a normal merge cannot happen due to forking of the way, for example.

That is already possible. Select the ways and then edit the tags of the selection. This will affect all selected ways.
