Disable multipolygon menu entry until layer is loaded

Open JOSM, see that the Multipolyon entry in the Tools menu is not grayed out, select it, NPE. Not a big issue, but it's better if it was disabled until a layer is active.

Fixed in plugin version 19138

Menu item is now enabled only if layer is active and something is selected.
