Prompt to upload to server in cases where there is nothing to upload

Description
Sometimes you get prompt to upload to server in cases where there is nothing to upload
How to reproduce:
- Download any data from server in new layer
- Move one node.
- Undo the move (Ctrl+Z)
- Try pressing upload -> you get "Nothing to upload" messagebox.
- Try to delete the layer -> you get "unsaved changes" dialog, suggesting you to upload to server.
The logic used to decide whether there is something to upload or not should be the same in both cases.

A user doing the most common procedure:
downloading, editing, uploading, exiting
should not be presented with a dialog box.
Only if he has failed to upload, there should be a dialog suggesting he uploads or saves.
Similarly, a user opening from a file should only see this dialog if he has not saved after editing or downloading or uploading.
